Motorist are required to stop on a circular steady red light or a steady red arrow an cannot move until the light turns green.     

Motorist approaching the light must stop at a clearly marked stop line, if none, must stop before entering the marked crosswalk on the near side of the intersection, or if there is no marked crosswalk, then before entering the intersection.  

In NYC, right turns are NOT permitted on red unless a sign permits you to do so.

Red light camera tickets do NOT carry points.
